What is the program that comes up? U2? U3?

If so, there are programs to un-install those and then you can re-format the drive normally.

If not, there are other options.
    1: Main Rig - eVGA X58 SLI | L5640 @ 4GHz | 6GB OCZ PC3-1866 DDR3 | 2 x Intel X25-M RAID 0 | ATI Radeon 5770 1GB | Dual Dell 3007WFP-HC Monitors
    2: Server - ASUS P6T Deluxe | i7 960 D0 @ 3.8GHz | 6GB Patriot PC3-1600 DDR3 | Intl X25-M G2 80GB OS Drive| 6 x 1.5TB Seagate 7200.11 RAID 10
    3: Folding Rig 1 - eVGA Classified SR-2 | 2 x Xeon X5670 @ 4.05GHz | 12GB G.Skill PC3-1600 DDR3
    4: Folding Rig 2 - Intel Smackover |

Give this a try (not compatible with Vista64):
HP Drive Key Boot Utility - HP Business Support Center

My brother used that to recover a flash mp3 player that had fatally locked up and would no longer interface with Windows. This program let him forcibly format it.

If that doesn't work, they also have this tool, which I have not tried:
HP USB Disk Storage Format Tool - v2.1.8 Download - EXTREME Overclocking
    Core2Quad 9550 | ASUS P5Q Pro | 8GB Patriot DDR2-800 | XFX Radeon HD 5870 | SeaSonic X750 Gold | Antec P180B
    Phenom X2 7750 | MSI K9A2 Platinum | 2GB OCZ DDR2-1066 | VisionTek Radeon HD 4870 | OCZ GameXStream 700W | Thermaltake Shark
    Athlon X2 5600+ | EPoX MF570SLI | 4GB GeIL DDR2-800 | 2x EVGA GeForce 8800GT | Thermaltake ToughPower 700W | Apple PowerMac G5 case
    Athlon XP 2800+ | MSI KT4V-L | 2GB Kingston DDR-333 | HIS Radeon 3850 AGP | Antec NeoPower 480W | custom painted case
    Athlon 1.333GHz | MSI K7T266Pro | 1.4GB Kingston DDR-266 | 3dfx Voodoo 3000 PCI | generic 250W | custom Lexan SFF case
    Preshottt 3.2GHz | Gigabyte GA-945GCM | 2GB Mushkin DDR2-800 | Intel GMA 950 | FSP Saga+ 450W | Systemax Tiger μATX case

Yeah like Brent asked does it have U3?
I had a Sandisk with that U3 crap on it and i couldnt use it or
    reformat it.

I went to Sandisk,s website and they had a program to
remove the U3 shstuff and it worked fine after that.

Well except for the fact that i lost .

it's not u3 it shows up as a "Removable Disk" drive and as a CD Drive that is obviously not an actual drive but in it there is an auto run inf file and a launcher.exe file that start a flash program. when i open disk manager it won't do anything until i open task manager and stop a program vds.exe it's described as a virtual disc service at this point it also pushes the cpu usage to 100%. i don't think it will let me format because it shows up as 2 drives a 14 meg cd rom and as a 467 meg removable disk when i try to format it says the RPC server is unavailable i have no idea what's going on

Some times this extra software is built into another chip on the flash drive. So there is no way to remove it in that case.

That's what I was thinking although I've never seen such a device. Does it show up in your device manager as a composite USB device? If so you might need more advanced hacking then simply reformatting it.

Remote Procedure Call (RPC) service is part of your OS and I have no idea what is going on there. Have you tried it on another computer? Tried it with Linux?

please post what you find. I'm very curious.

Agreed. Give it a try under Linux since the automated nonsense may not run in that environment.

Have you tried making windows show hidden and system files, then simply deleteing the AUTORUN file and .ini?

that is how i stop the most of it (and also not use the ****ty Western Digital image as the drive icon)
