Depends on your definition of black actually, and what level of "blackness" you decide to use in this experiment. Don't forget the mating of dominate/recessive traits.

There are countless pages of literature you can study to learn the different "theories" behind the skin color debate.
Pretty good film if you dont like to read is called "Race: The Power of an Illusion"
Or you can just Google Scholar and read the various Vitamin D studies and climateology and cultural ecological debates regarding increased pigmentation of the skin.

Answer to question 2: a very very long time
Breeding a trait out isn't very hard. White cats bred down from colorful cats, white horses bred down from colorful horses... white people bred down from our genetic superior: the 6'tall black man; not so hard. Gaining a new trait that didn't previously exist is one of the weaker points of evolution. It has to randomly mutate into existence, for no reason, not kill the host in the process, and then be passed on. Red hair is such an example that can be fairly easily traced. It didn't exist anywhere, and then there were hot red headed girls in little plaid skirts. Isn't evolution great? Other things like "lungs" are a bit harder to track down. :/
To bad you're not in Seattle. There's a huge Darwin Day Celibration going on at University of Washington tomorrow. One of the lectures is titled "Evolution Made Easy"... seems to be what you're looking for.

Everyone understands the concept of "survival of the fittest" but the finer details of evolution get pretty complex. For the most part I leave it to biologists and geneticist to figure it out.

He isn't really asking about breeding out a trait. He is asking how long it would take for a trait to be selected by natural selection. Which = much longer than selecting a trait to be eliminated by breeding.
Check out "The Panda's Thumb" by Steven J. Gould if you want an easy to read book about trait morphology.
