Question S-Video output of new video card?

I recently installed a basic 128MB ATI RADEON 9250 PCI video card un my DELL-2350 (XP Professional). I was able to install it with relatively few problems (had to disable onboard video through device manager and in BIOS).

It has a S-Video output that I would like to connect to a standard TV in the same room so I could send some content (pics, movies, streamed items, etc.) to it for viewing. However, when I connect a cable fromt he video card to the TV, I am getting a half-a$$ed picture. Its flickering and in B&W. You can sort of make out the PC cause you can see the XP logo I have on my desktop, but that's about it. No other icons or clarity.

Anybody know what might be going on here? Are thre some sort of setting specifically that I need to adjust. I've thought I tried everything, but no luck.

With it flickering and going black/white it sounds like the cable is going. Try checking the cable like tark said.
Also try changing resolution and refresh rate, maybe the t.v. is having trouble displaying the resolution/refresh rate.
